Kathy Stevens appeared before the Committee of the Whole on Aug. 19 to ask for written county permission to add a 10-by-80 lean‑to onto the livestock arena, a modification that the fair association’s lease requires be approved by the Board.
"We have the written permission to pay for our lease," Stevens said when asked whether the association had documentation; she described several privately funded facility improvements (including new pens fully funded at $13,600 and ventilation work funded at over $5,000) and outlined unfunded needs such as the proposed addition, widened barn doors, new windows in the administration building, a workshop and a heavy‑duty trailer for equipment transport.
Commissioners asked clarifying questions about the addition’s footprint and whether it constituted a new building; one commissioner said the fairgrounds have been well maintained and expressed no objection. The chair directed staff to prepare a written permission letter and to place the item on the consent agenda for the board’s approval at the next regular meeting.
