LePage described how Ryan "gave me an opportunity to build my life" and said he set an example of integrity and care for employees and residents.
Other staff and elected officials echoed those remarks. The county administrator noted Ryan's long collaboration across elections, property tax matters and community boards, and said senior managers will miss his counsel. The board thanked Ryan for his loyalty and service before moving on to the regular agenda.
The recognition did not include any formal board action beyond the ceremonial remarks.
