Interim highway administrator cites asphalt degradation, seeks used excavator and schedules road work

Interim Highway Administrator Jeff Germann told the Clay County Board of Commissioners that Shilling Construction inspected sections of 2025 asphalt work and found apparent degradation in places caused by foreign material (mud) in one of the aggregates; when the mud breaks down it can leave small holes in the surface. Germann said Shilling offered to patch the areas in question.
Germann also reported he has been searching for a used excavator with low hours suitable for county work and said the Highway Department still has about 1 3/4 miles of chip sealing to complete for 2026, likely on Valleyview Road south of Wakefield, with timing dependent on weather. He noted two dump trucks are currently in the shop for repairs.
