Development Services staff told the board they could not find all six variance criteria were met but recommended that, if approved, the variances include a one‑year expiration because the relief is intended as a temporary fix while the applicant pursues a site plan.
Tim Loomis, who identified himself as the owner's real‑estate broker, described the request as a temporary solution to keep a newly secured tenant in place. "We've finally gotten one," Loomis said, adding the tenant "requires a little bit more parking than what we were able to provide" and that a site plan is already in progress. A board member moved to approve VA 24 25 with a one‑year time limit; the motion passed. The board then approved CU 24 01, allowing fenced secured parking and outdoor storage for commercial vehicles at the same address, following staff's recommendation that I‑1 zoning allows outdoor storage by conditional use with protections in the land development code.
