Sundra said boards should expect to see these affidavits with new contracts and renewals and that responses to an RFP must include the foreign‑country affidavit or a proposal may not be considered. He recommended no immediate action by the board other than to require the affidavits when contracts are submitted and offered to follow up on specific vendor questions.
