Rockford committee advances zoning text amendments to encourage infill housing and trim setbacks

Staffer Scott (Capovilla) summarized a package of zoning text amendments before the Code & Regulations Committee that would establish an infill overlay district allowing new two‑family construction in R‑1 areas and 3–4 family new construction in R‑2 areas (for vacant lots only, not conversions). He said the goal is to boost new construction and make bank financing easier for developers by allowing duplexes on otherwise single-family lots.

The amendments would also reduce rear-yard setbacks citywide in residential districts from 30 feet to 20 feet to ease additions and promote property improvements, and would reduce certain parking requirements such as fast-food parking from 13.3 spaces to 10. Staff said they would codify engineering driveway design standards into the zoning ordinance to make siting and permitting clearer. During debate one alderman asked to vote separately on the use-classification table (Table 20‑1); that separate vote produced a 'no' recorded on Table 20‑1 even as the broader package carried.

Council members asked about parking, future garage construction and impacts on street parking; staff said many older lots already have alleys and ample depth to support detached garages in the future and that some on-street parking may slow traffic. The committee approved the package with the noted split votes; staff indicated additional ordinance text and mapping steps would follow per standard ordinance-adoption procedures.
