Staff: two moratoriums would pause Florida Shores permits and some city planning approvals

City staff explained the proposed moratoriums in detail and how they would apply if the city council adopts them. "There are 2 moratoriums... The 1st was a building permit moratorium for Florida Shores based on impervious surface... The 2nd was a citywide annexation, rezoning, comprehensive plan amendment, site plans," Ryan told the board, summarizing staff's explanation of the two separate actions.
Staff emphasized that applications already submitted and deemed sufficient may continue through current review, but new submittals in restricted categories would be barred for a year. Ryan said the moratorium was changed after planning and zoning to exclude commercial and industrial development on the Park Avenue and US-1 corridors, but otherwise would cover residential activity within much of the city.
