Planning Commission OKs abatement and demolition plan for fire‑damaged house at 505 South Helena

The Ridgecrest Planning Commission voted unanimously to authorize abatement and demolition of a fire‑damaged residence at 505 South Helena (APN 480030‑06). Chair opened a public hearing, planning staff summarized a history of the site dating to an August 2016 fire, and staff asked the commission to approve debris removal, yard cleanup, and demolition down to the pad so the city can solicit bids for the work.

Code enforcement staff said the June 8 inspection by a Kern County building inspector found "the building is a complete loss and we'll need to apply for a demo permit," and staff recounted prior city abatement work, repeated police contacts, and unsuccessful attempts to reach one of the property owners (one owner is deceased; mail was returned as undeliverable for the other). When Commissioner Cody asked whether the city can place a lien if it spends money to clean up the property, planning staff confirmed that a lien will be recorded but cautioned the city has placed a lien before and is unlikely to recover all costs.

During public comment, Aaron Crutchfield of Ridgecrest asked whether commission approval means immediate demolition; planning staff replied that the approval grants authority to proceed to bid and that larger contracts may require city manager or council approval depending on bid amounts. Following discussion, the commission approved the abatement authorization by a 3‑0 voice vote. The commission closed the hearing and staff will return when bids and procurement details are available.
