The county, as a member of the regional council, will use the consultant to monitor stream and land-based trash, identify hot spots, manage data and maps, maintain trash traps (bandologues), and conduct anti-litter outreach. Department staff said much of the on-the-ground work is performed by an in-county community-based organization and that the existing effort is meeting near-zero TMDL requirements by removing trash from streams before it reaches the Anacostia River.
Committee members asked about duration, providers and performance expectations; staff confirmed the contract expands ongoing monitoring and cleanup work and that the county remains required to meet TMDL standards. The committee voted to move the resolution favorably.
