Because the maintenance-of-effort language typically included in these agreements was intended to cover long-term debt-financed projects, Hill said that clause "doesn't really apply to us" for these cash-funded projects.
Supervisors asked whether the county would be liable; Hill answered that the county would not be liable and that transfers to the school construction fund are made from a tax rate set aside for that purpose. The motion carried on a unanimous roll call.
