SMCOE presents Williams compliance review; staff flag menstrual-product access and credentialing notes

Joy Dardenelle, Executive Director for District Improvement and Support, presented the 2024 Williams Annual Report on countywide compliance reviews and answered Board questions about credentialing and school practices. Dardenelle said a school identified as CSI or ATSI would not be double-counted for teacher credentialing issues and that the team assesses both hard-copy and digital instructional materials, including license access and product codes.
On menstrual-product access, Dardenelle said schools "have the machines and products available, but students often misuse them, leading to vandalism." She explained some schools have distributed tokens so students can get products from classrooms or offices, but that practice does not align with the Menstrual Equity Act's requirement that products be available in a private, accessible setting for students in grades 3–12. Board members pressed staff on ensuring compliant, accessible distribution of products as part of follow-up work.
