Board hears report on new Court and Community Schools programming, staff describe curriculum and credential approaches

San Mateo County Office of Education staff presented details of the new 2024-25 programming for Court and Community Schools and answered board questions about curriculum, teacher credentials and student pathways.
"Only the ELD instructor who is teaching ELD is certified in that area," Associate Superintendent Kris Shouse said in response to a question about ELD instruction. Shouse confirmed StudySync is the currently adopted ELD curriculum. Board members asked whether all teachers would be trained in ELD; Shouse said certification is specific to the designated ELD instructor.
Board Member Beverly Gerard asked how Project Change students who attend community college would complete coursework if they leave the program. Shouse said Project Change staff and community college instructors are coordinating with probation to provide secure links so students who leave the program can access and complete courses. On Career and Technical Education (CTE), Shouse said information will be provided for interested teachers to add a CTE credential but that CTE authorization will not be required for all staff. "Teachers are not always credentialed subject-specific and there are also multiple-subject credentialed teachers teaching in the system," Shouse added, noting alternative-setting flexibility.
Executive Director Sarah Notch said leadership hopes to implement a rotation covering all five arts areas, including music, in the coming year to strengthen connections for students.
