The town engineer described the work as full reconstruction along a 7,205-foot segment in places, including removal and rebuilding of road base in low, wet sections, addition of crushed-stone drainage layers, and a second culvert to improve flow. "Mitchell's Lane is one of the worst roads, if not the worst road, in the town of Middletown right now," the engineer said, and staff said the design and on‑site oversight by the engineering firm will accompany the work. Councilors discussed life-span tradeoffs, patching versus full replacement, and potential future funding for other streets such as Beacon Terrace. The resolution awarding the contract passed by voice vote.
