The council heard a presentation from Gregory Hewitt, chair of the Citizens Memorial Committee, about a substantially revised memorial policy and voted to approve the new policy. The revised document expands the town's guidance for tree and bench memorials, clarifies authorized locations, and incorporates a new process to nominate and recognize distinguished veterans and citizens with an electronic honor roll on the town website.
"The committee developed the criteria for the distinguished veteran nomination with veteran input," Hewitt told the council, describing the committee's multi-year work and the move from a three-page policy to a 14-page policy with attachments and scoring criteria. Hewitt explained the nomination timeline would enable recognition of a distinguished citizen near July 4 and a distinguished veteran near Veterans Day, and said the town clerk will initiate the nomination process.
Councilors asked clarifying procedural questions — whether the tree commission or tree committee was referenced, how nominations would be scored and whether multiple nominees could meet criteria for a given year — and Hewitt explained the committee could choose not to approve any nominees and the distinguished categories will generally yield one selection per year. The council approved the motion to adopt the revised policy by voice vote.
