Rockford council adopts 180-day moratorium on data centers, directs staff study

The Rockford City Council voted to impose a temporary moratorium on data centers and directed city staff to develop a comprehensive set of best-practice recommendations within 180 days.

Alderman Durkee, who moved to discharge the committee report and bring the measure to the full council, framed the action as an opportunity to align local regulation with rapidly evolving data-center technologies. The ordinance approved by the council establishes a six-month moratorium during which no new data-center approvals will proceed while staff studies zoning, building-code, and operational policy options.

Council members discussed the timeline and public comment process. Legal staff confirmed the ordinance calls for staff findings and recommendations to be presented to council within 180 days; several members suggested additional public-review steps before final code changes. Alderman Bell proposed sending findings to the Community Relations Commission for a 30-day public review; that suggestion was discussed but ultimately left to be considered as part of staff scope and council direction.

Supporters said the moratorium gives staff time to study a fast-changing industry and avoid writing rules that technology will quickly outdate. Alderman Durkee said, "The technology over data centers and how they're working is evolving," and urged a deliberate approach. Opponents cautioned that moratoria can delay potential economic investment; some members pressed for clear public hearings tied to any future zoning or code amendments.

The council recorded roll-call votes for the motion and related procedural steps; the clerk recorded the adoption of the moratorium and the direction to staff to report back within the time limits set in the ordinance.
