Committee delays officer elections as members debate guiding principles for Greater Rigby Area Plan

The Jefferson County Greater Rigby Area Committee postponed appointing a chair and vice-chair and focused the May 26 discussion on guiding principles for future land-use decisions. Milton Ollerton, Jefferson County Planning and Zoning Administrator, opened the discussion and asked whether "If you restrict growth to the Greater Rigby Area, will it push growth outside? We'll be surrounded and lose that rural ambiance." The question framed the meeting's central tension between concentrating development to protect outlying farmland and the risk that constrained local capacity could shift low-density growth farther into rural areas.

Committee members agreed the plan should create priorities and a framework to manage where and how growth happens. "We don't know exactly how this will be solved; we just know it needs to be solved," said committee member Jim Gerdes, summarizing the sense that the plan must balance density, infrastructure and land stewardship. Staff said the plan will rely on GIS mapping of current zoning and vacant parcels to guide decisions, and members urged clearer policy language to guide future rezoning requests rather than immediate regulatory changes.

The committee distilled several near-term objectives: identify locations appropriate for higher-density housing, avoid placing heavy industrial uses adjacent to residential areas, require developers to demonstrate infrastructure feasibility, and refine outreach to solicit more public input. The meeting closed with staff committing to refine GIS layers and to reconvene with additional input; no formal motions or votes were taken.
