Board OKs sewer-billing agreement for Madison State Hospital and correctional facility

The Board of Public Works and Safety voted to approve a sewer-service billing agreement between the City of Madison and two state facilities — Madison State Hospital and the Madison Correctional Facility — that will base monthly sewer charges on each facility's IDEM monthly report of water production.
Brian Jackson summarized the change, saying the facilities operate their own water systems and the previously used wastewater flow meter had proved unreliable. "The proposed sewer billing agreement establishes how our sewer usage will be calculated for the Madison State Hospital and the Madison Correctional Facility," Jackson said, noting the agreement requires the facilities to provide their MRO reports and allows the city to review meter and calibration records when needed. The sewer charges will be calculated using the city's current sewer rates, including any future lawful adjustments, Jackson said. The board approved the agreement by voice vote.
Board members asked whether the city would need near-term billing adjustments; Jackson said he has been following this approach for months and did not anticipate significant immediate corrections. The agreement is intended to provide a consistent, documented billing method going forward.
