Mike Todd said the board had adjusted the list of responsibilities so some items would be handled by team leaders while legal obligations and formal authority would remain with Town Manager Brandon Gulnick or former Windsor Town Manager Tom Marsh, who will be available on call. A motion to appoint Terrill and Compo and to set the compensation policy passed unanimously.
