Douglass Township adopts ordinance regulating sump pump discharges

Douglass Township’s Board of Supervisors voted unanimously on Feb. 17 to adopt Ordinance 2026-01, an amendment to Chapter 222 of the Township Code addressing stormwater and sump-pump discharges. Supervisor Sara Carpenter moved to adopt the ordinance; the motion carried with Bergstresser-Aye, Stouch-Aye, Carpenter-Aye.
The ordinance aims to regulate sump pump and pipe-drain discharge, prohibit certain connections to the sanitary sewer system and prohibit non-stormwater discharges, and it establishes enforcement procedures and penalties. Solicitor Wendy McKenna conducted the public hearing, and township engineer staff (including Allison Lee and Andrew Duncan) assisted in drafting the amendment. No members of the public spoke during the hearing.
Supervisor Sara Carpenter introduced the motion to adopt Ordinance 2026-01, and the Board approved the ordinance on the same night. The Board’s minutes list exhibits for the hearing, including the meeting minutes, legal notice, proof of publication and the ordinance draft. Under the ordinance, enforcement responsibilities and penalties are now part of Chapter 222 of the Douglass Township Code.
The ordinance was enacted at the Feb. 17 meeting. Further administrative steps such as publication of the final ordinance and instructions for enforcement are expected to follow in staff materials and future meeting packets.
