Economic Development Director Jenny Satman told the commission staff received a single engineering proposal for an airport-area utilities feasibility study and asked for direction on whether to proceed or rebid.
Satman said, "I had one response. It was CFS engineers," and that CFS proposed to bring Midwest Engineering into the project for the water analysis because Midwest had already done related work. The proposed scope included water and wastewater service feasibility, electrical and gas service analysis, and communications/data-transmission infrastructure analysis.
Commissioners discussed whether to rebid to attract more proposals or to refine the scope after the planning board reviews zoning and plats. Several commissioners favored delaying final action until the planning board meets and the scope is clearer to avoid paying for duplicated work; staff suggested pausing until the planning board hearing in mid-August and possibly rebidding in early September to allow better competition.
Satman also reported an estimated budget had been received and noted timeline estimates for engineering work — roughly six months for a full study — with a phase-one target of late September to early October to have initial deliverables available for outreach to prospective industry partners.
