Coffey County approves $236,793.54 in payments for law-enforcement center Phase 2

The Coffey County Commission voted unanimously to approve two payment applications from River City Construction LLC related to the Coffey County Law Enforcement Center Phase 2 project.
Chair moved to approve Application and Certificate for Payment No. 32, for the period ending 07/31/2026, from River City Construction LLC in the amount of $46,780.44; the motion passed 5-0. The board then approved Application No. 33, a retainage distribution, in the amount of $190,013.10; that motion also passed 5-0. Combined, the approved disbursements total $236,793.54 and are to be paid from Fund 111 (the project fund).
Staff explained the relationship between payout 32 and payout 33, noting that payout 33 disperses retained funds to the contractor after completion milestones are reached. As staff summarized during the meeting: "For the period ending 07/31/2026...the current payment due $46,780.44" and later described the retainage and distribution process.
Commissioners also reviewed a draft certificate of final completion and a list of outstanding items that could affect final sign-off. Staff identified several remaining tasks: sanding and refinishing 16 reclaimed courtroom pews, finishing the repurposed bench, replacing defective door frames and doors, and completing the courtroom audio/video recording system. Staff said the court is responsible for coordinating and overseeing the recording/video equipment installation; other finish items remain the contractor's or owner's responsibility depending on prior change orders.
The board did not alter the approved payments while discussing the punch-list items, and no additional votes on completion timing were recorded at the meeting.
