Trustees approve easement to formalize access at 10580 Illinois Avenue

Julie Astrell (S11) presented an easement request from applicant Doug Allen to formalize a roughly 20‑by‑44‑foot area of right‑of‑way used to access his property. Astrell said the proposed easement does not encroach into the traveled lane and provides the only access to the lot, and the application would allow Mr. Allen to repair or replace stairs and the access platform.
Doug Allen (the applicant) told trustees the existing stairs were installed by a previous owner and are not code‑compliant; he said he will have engineered plans drawn and obtain approval from Pikes Peak Regional Building to bring the stairs up to code. "My intent is to get them drawn up, to get them approved by my engineer, and go through Pikes Peak Regional Building to get them approved," Allen said.
Trustees moved, seconded and approved the easement agreement on the public record. The formal approval authorizes the town manager and staff to finalize the easement instrument and record it, allowing the property owner to complete required permitting and construction.
