PSA wastewater review finds $553,200 in near-term repairs and equipment needs

Justin (speaker 3) summarized a system-wide evaluation of the PSA's wastewater treatment plants (Ryder, Charlottesville, Alliston), noting package plants installed around 1998–2000 and current daily flows: Ryder 20,000–35,000 gallons per day (designed for 100,000 gpd), Charlottesville about 70,000 gpd (designed for 200,000 gpd) and Alliston about 73,000 gpd (designed for 250,000 gpd). He said the evaluation identified pumps and motors, valves, samplers and blowers that need replacement or protection from weather; administrative building updates and lab fixtures were also listed.

Justin gave cost estimates for near-term items: "that total cost is coming up to about $223,000" for facility-process repairs, about $36,200 for administrative-building refreshes, and about $294,000 for equipment (including three commercial mowers and a pickup truck), which he summarized as "So overall, $553,200." He described a 1999/2000-era belt press at Alliston that is nearing 26 years old and for which replacement parts are difficult to source. Justin said those parts often must be machined locally, increasing downtime and costs.

Board members questioned whether some equipment should be under warranty and asked about vehicle-sizing (a 1,500 vs. 2,500 pickup debate). Justin noted the fleet and equipment choices were sized to operational needs; one board member said they would not vote for a 1,500 model if the board's standard has been 2,500 models. Justin said the 1,500 would serve the operational need but acknowledged the board preference.
