Dennis (speaker 4) presented the water portion of the PSA's capital improvement planning study and told the board that “Approximately 73% of your system is 40 years old or older.” He said the overall system value is $85,000,000 and that the portion 40 years or older has an estimated replacement cost of $62,000,000, information staff will use to prioritize projects. The presentation summarized completed projects (Oil Well Road, Camp Christy tank, river-crossing cleanup) and noted the Camp Christy–Elliston waterline is now in VDOT review and design.
Dennis detailed component-level findings: the system has 13 pressure-reducing valves (PRVs), of which six are recommended for replacement, and six master meters, five of which show poor or sporadic functionality and are recommended to be replaced. He said the system's 13 water-storage tanks provide roughly 3,300,000 gallons of capacity, with 88% counted as effective storage under the 20-psi standard. The presentation highlighted the Camp Christy–Helliston project design (about 8.9 miles within that project) and identified 1.1 miles of waterlines the consultants recommend replacing within five to ten years.
Board members pressed staff on how aging assets affect capacity. Dennis said a hydraulic model has been calibrated and that, using a 500-gallons-per-minute fire-flow standard and doubling current demand in the model, “the majority of your system still had no issues with capacity,” though a few isolated areas will require upgrades. He also recommended procurement specifications be strengthened to include warranty and service terms after reporting that several master meters have intermittent failures and are no longer under manufacturer warranty.
The PSA expects a final water-side report and follow-up presentation at a future meeting (staff indicated a November meeting return), and staff said they will identify funding opportunities once design documents are complete.
