Douglass Township board backs YMCA MontCo 2040 playground grant application

The Douglass Township Board of Supervisors voted Feb. 26 to authorize Resolution #02232026-01 supporting the YMCA's MontCo 2040 Implementation Grant application for a new playground at the YMCA early learning facility located at 144 Holly Rd.
Chairman Joshua Stouch requested an update on the grant application and Solicitor Blake Dunbar presented an updated resolution and a draft Cooperation Agreement prepared by his office. The board had no objections to the documents; copies were provided to YMCA representatives John Derham and Jennifer Segelken to review with their legal counsel. Interim Manager David Thompson told the board the YMCA had submitted required paperwork and escrow for professional services, with a W-9 still outstanding.
Board members discussed site safety and parking. Stouch raised concerns about adequate parking and safety for spaces near the playground; Derham said the playground "will be surrounded by bollards and comply with all the necessary safety requirements" and that the YMCA will evaluate parking, relocating spaces if needed. Derham stated the facility must meet a ratio of one space for every 15 students plus one space for every worker. Stouch also requested confirmation that the park would be open to the public; Derham confirmed the park would be available during non-operating hours, including nights, weekends, and holidays.
Motion and vote: Stouch moved and Bergstresser seconded authorization of Resolution #02232026-01; the motion passed with both supervisors recorded as voting "Aye." The supervisors signed three copies of the resolution and presented one to the YMCA representatives. The board recorded no public comments and adjourned at 6:40 p.m.
