District outlines planned canine contraband-detection program; board to consider approval in September

Superintendent Kristen Durkee described a proposed districtwide canine program to the board and said she expects staff to bring a contract for board approval at the September meeting. The program would deploy retriever-type canines and certified handler teams on a randomized schedule to detect contraband in schools while aiming to avoid targeting specific students.

Durkee said the vendor—s handlers are typically ex-military or ex-law enforcement, the teams carry liability insurance, and the dogs are certified as handler-and-dog teams. She emphasized the program is intended as preventive and instructional, not punitive: "They are not associated with the police department... law enforcement is not involved until we would initiate it," Durkee said.

Board members asked how the program would treat students who live in crowded or unstable homes and whether a canine alert could lead to a search. Durkee said an alert could provide reasonable cause for an administrator-initiated search and that follow-up would need to discern whether an issue stemmed from home conditions. She also said the dogs are retriever types and "they're nonaggressive," noting the vendor reported no complaints about aggressive dogs.

Durkee said the district is aiming to present the program and a vendor representative in September so the board can ask questions before any approval vote. No contract was approved at the meeting.
