Council approves school resource officer agreement with Rangely School District

The Rangely Town Council approved an intergovernmental agreement (IGA) with the Rangely School District to place a school resource officer (SRO) in district schools for the 2025–26 academic year.
During discussion, Council members pressed for clearer language after spotting a clause that appeared to allow the district to request multiple SROs. "Who is that person going to be if additional need to be brought in?" one council member asked, noting the language could create a hypothetical obligation to provide more officers than the town intended. The officer designated to serve described training and supervisory arrangements and said Lieutenant Gardner was the likely supervisor for the SRO role.
The officer explained how student privacy rules would be handled and how IT access would be managed. On school IT access and equipment, the officer said the department planned to use a town laptop for school matters while keeping police data off district devices: "We will use my laptop, from the police department, and all the school stuff will just be put on my laptop because the PD stuff cannot be put on the school laptop," the officer said.
Council members also discussed pay and whether the school or town would cover costs; the council approved the MOU by voice vote after the motion and second.
The approved IGA covers the 2025–26 school year and includes provisions relating to information access (noted in the meeting as FIPA-like student privacy rules), training requirements for SRO staff, and supervisory responsibility. The council asked staff to ensure the document identifies the supervisor and clarifies whether the district may request additional officers and at what cost.
The town did not identify an implementation date beyond the academic year listed in the agreement. Council members said they expect the SRO to begin once the district completes its on-site arrangements and the officer completes any remaining access or office setup tasks.
