Roselle projects roughly $926,000 midyear surplus as streaming and sales taxes exceed expectations

Village Administrator Jason Pawlowski presented the village's midyear budget report, telling the board the general fund is in a stronger-than-expected position and projecting an approximate $926,000 surplus between revenues and expenses at midyear.
Pawlowski said Cook County’s tentative levy reports showed an almost 27% increase in equalized assessed value, and staff are still evaluating how TIF increment and other allocations will affect Roselle. "Property tax finally receiving tentative levy reports from Cook County, is really the most remarkable thing that's happened," he said. He credited stronger sales tax and streaming-tax collections — some of the new home-rule revenue measures began remitting later in the year — for much of the upside.
Staff cautioned that six months remain in the fiscal year and that some revenue streams are seasonal or lagging; Pawlowski said he did not recommend major midyear pivots but flagged the need to track personnel vacancies and overtime. He noted the village is preparing an RFP for a strategic IT assessment and is developing the 2027 budget calendar, with department submissions due around Sept. 1 and a first budget meeting scheduled for Nov. 2. "We're in a favorable financial position now, based on our conservative forecasting," Pawlowski said.
The report included capital funding updates: the village received $2.6 million in grant awards this year across several projects and has secured $2.2 million in STP funding for North Roselle Road work and Safe Routes to School/Plum Grove improvements. Pawlowski also described a pending federal appropriation request of $750,000 and said the village has received $10.1 million in capital grants since 2021. Staff said bids and timing remain subject to grant and loan schedules.
The board did not take formal budget action at the meeting; Pawlowski outlined next steps including an Aug. 6 strategic priority session and an Oct. 26 CIP presentation ahead of November budget hearings.
