City Manager (label 3) briefed council on the limits state statute places on local regulation of private fiber projects. He said the city cannot require 30‑day permits, may be limited in splitting contiguous project geographies, and is prohibited from requiring private providers to notify surrounding residents before starting work. The manager recommended the city still provide its own notices and signs to inform neighbors when work is imminent.
A council member described cases where companies dug and refilled trenches without completing conduit installation in neighborhoods, and staff said the city has begun monitoring permit locations and compliance more actively. Council directed staff to use signage and other notice tools while remaining within the statutory constraints. Staff and one council member urged residents to raise complaints with their state legislators if they want broader local authority.
"We're prohibited from requiring notification," the city manager said, but added that staff will deploy signs and other notification measures the city can lawfully use.
