The Alliance City Council voted to award a $1,276,604 contract to Peltz Companies Inc. for the 2nd Street Paving and Water Improvement Project and related Howard Avenue pavement work. The project, which includes replacement of a section of 1949 water main, new storm sewer, curb and gutter replacement, and a concrete roadway, covers 2nd Street from the railroad tracks to Cody Avenue, portions of Howard Street and a short section between Toluca Avenue and Emerson Avenue.
Public Works Director Grant and engineer Dave Schaff of M.C. Schaff and Associates told the council there were two bid formats — a base RCC bid and an alternative PCC bid — and that either method would be adequate; the council chose the alternative (PCC) approach after hearing from Jim Peltz of Peltz Companies about finishing methods and prior projects. The council authorized the mayor to sign the contract. The roll call was four ayes (Mashburn, Yates, Turman, McGhehey) with Councilman Hitchcock abstaining after submitting a Conflict-of-Interest Statement related to the bid.
The resolution awarding the contract states the work will be paid from Account No. 24-41-41-59-970 ($826,604) and Account No. 08-52-52-59-970 ($450,000). City staff noted the project aligns with council priorities including infrastructure improvement, safety, and economic considerations. According to the agenda materials, four bids were received on April 28, 2026.
