Budget committee presents revised template and urges stronger invoice controls

The Golson budget committee reported recommended changes to the city's budget template and flagged systemic recordkeeping problems uncovered during a folder review.
Committee member (S5) said the committee met April 9 and proposed a template that separates input cells, shows object totals and function totals, and displays year-to-date spend and deviation percentages so council members can compare budgeted versus actuals. “So you've got something to compare stuff by so you can look at it,” S5 said while describing the template revisions.
S5 also summarized the committee's review of fiscal 2025–26 vendor folders and found multiple instances where checks existed without attached invoices or receipts and missing monthly timesheets for the city secretary. The committee recommended creating a formal purchase-requisition and invoice-matching process and presenting a final budget template at a special council meeting so amounts can be entered into categories for the proposed 2026–27 fiscal year. The next budget committee meeting was scheduled for May 14, 2026.
