Chair (S2) read the proposed ordinance language (2026-04a) updating code section 310.061-3-10-090 to require culverts be galvanized corrugated metal or reinforced concrete with a minimum diameter of 15 inches, with the city designee able to authorize variances. “A reinforced concrete pipe is used. … the diameter of the culvert should be determined by the city designee on a case by case basis, but must be a minimum diameter of 15 inches,” S8 read during the ordinance presentation.
Resident (S9) described waterlogged yards on Hamilton Drive and nearby streets and said pumps on site once pulled water 8 inches deep; the resident pressed the council on timing and whether engineers would identify the starting points for repairs. Council members said the change reflects engineers’ hydraulic recommendations and that the city will rely on engineers to specify diameter and materials on individual properties.
Council indicated consensus to move the ordinance forward and directed staff to incorporate the engineers’ language and variance procedure; no formal roll-call vote was recorded in the transcript during the session.
