Budget committee flags missing invoices and billing irregularities during report to council

"For example, on the tree deal, there's $40,000 worth of invoices, Joe. There's $20,000 in there, and the invoice is in there for $20,000," Speaker 2 said, pointing to incomplete documentation. The committee also flagged an apparent sales-tax payment of about $268 that had not been recovered and an overcharge by a legal firm where the invoice and check did not match.
Speaker 2 urged council members to engage with the budget process and suggested using purchase requisitions and a consistent invoice-checking routine to create an audit trail. The committee set a next meeting and said the template will be used to prepare the proposed 2026–27 budget.
