The Finance Committee reviewed multiple waiver requests and approved several small refunds and waivers while tabling more complicated cases that require additional documentation. The committee agreed to refund $650 to Alfredo's for penalty charges after reviewing account history and staff recommendations. "The committee has agreed to refund $650 of the penalty that they paid," Chair (speaker 3) said when the group recorded its decision.
Committee members also approved waivers or refunds for other low-dollar accounts (for example, a food-truck account and small retailers who owed only cents or a few dollars in penalties). Several cases were explicitly tabled for further follow-up: Charles Town Pharmacy (transcript: "Charlestown Pharmacy") was tabled again for lack of response and needed documentation, and Go Metro and e & a Pediatrics were left on the table until staff reconciles HDL invoicing and invoices associated with those accounts. The committee asked that any waiver/ refund letters clearly distinguish B&O penalties from licensing penalties and that staff include copies of waiver letters and checks in the next council packet.
