NCDOT presents Rockingham County Comprehensive Transportation Plan; adoption scheduled for Aug. 17

NCDOT transportation engineer Emily Stepka told the Rockingham County Board of Commissioners on Aug. 3 that the county's Comprehensive Transportation Plan (CTP) lays out a 25–30 year, needs-based set of highway, transit, rail and bike/ped recommendations and is intended to inform future funding requests.
"We're here today to talk about the plan...and we are coming back at the next meeting to ask you guys to consider adopting the plan," Stepka said. She described the CTP as a planning-level document that does not itself guarantee project construction but can make projects eligible for future funding.
Stepka and HBCU fellow Devin Jones described two rounds of public engagement, held at libraries, YMCAs and community centers across the county, and noted that all municipalities except Stoneville had approved the recommendations; Stoneville had reviewed the plan and was expected to act the next day. NCDOT staff said they were not seeking action at the Aug. 3 meeting and will return for a public hearing and a request for adoption on Aug. 17.
Why it matters: the adoption would give local planners and NCDOT a coordinated, prioritized list of projects to pursue for state and federal funding, including highway modernizations, transit corridors and hundreds of bike and pedestrian projects. Presenters left contact information and a project website and invited residents to comment before the Aug. 17 hearing.
