Council briefs public on North Oso Creek trailhead project and grant funding

Mayor Pro Tem Goodell pulled consent calendar item 13 to ask staff for a public description of CIP 333, the North Oso Creek bike and pedestrian trailhead project. Jerry Hill (staff) described the project as a trailhead at the northern end of Oso Creek near Casa Del Sol with a permeable surface parking area of approximately 42 spaces, grading to reduce a steep section of trail (from about 24 degrees down to around 12%) and conceptual designs for a future restroom and snack bar building.
"It consists of a small, DG parking area for the trailhead... I believe it's 42 cars," Hill said, and explained the project will make that steep section of the trail more usable for the public. Councilmembers asked clarifying questions about the design and future phases.
Hill said the city has secured grant funding including a 'Blake Spear' grant of $1.175 million (paperwork completed) and an anticipated $500,000 from Congresswoman Young Kim targeting later phases including two buildings. Councilmembers welcomed the project, and the council approved the consent calendar actions with the remainder of the calendar moved unanimously after the brief discussion.
The council emphasized the project would include future restroom facilities and potential snack bar buildings in a later phase once grants and design work are advanced.
