Several council members voiced concern that moving bookkeeping fully in-house could compromise separation of duties and open the city to risk; one member argued external bookkeeping preserves independent checks. Despite those concerns, a motion to appoint Robin Mills to the position carried (vote recorded in the minutes). "I grew up in Gholson... I did all his personal stuff along with contracts and the employees payroll," Mills told the council during her introduction.
