"You can't do a final plat unless you do it from there," a committee member said, arguing that the council needed the preliminary survey, county plat and signatures before acting. Members also asked whether water meter service and TxDOT driveway permits had been secured; the applicant did not provide clear documentation in the submitted packet. The motion to deny was made citing the absence of required steps and incomplete paperwork.
