Daly City council approved a multi‑building retail development at the Ceremony Center on July 27, granting use permits and design review for proposed restaurants including two drive‑through pads.
Planning staff described the northwest quadrant project as roughly 17,720 square feet across three buildings — a 5,250‑sq‑ft restaurant with a single‑lane drive‑through queue for 11 vehicles (Building A), a second drive‑through (12‑car queue) and a corner restaurant building. The project includes pedestrian and bicycle improvements (new sidewalks and a pedestrian paseo through the parking lot), a proposed landscaping palette and a required traffic study to address queuing and intersection signal needs at Southgate and other entry points. Staff said the project qualified for a CEQA Class 32 categorical exemption for infill development.
Kurt Utterback, market officer for Regency Centers, said Regency is investing in Ceremony with a $30 million interior renovation program and sought approval to continue activation of the center. Council members pressed on pedestrian safety, ADA access at grade changes, left‑turn/ingress patterns and idling emissions; staff and Regency said detailed traffic conditions and pedestrian connections are conditions of approval and will be refined before final permits.
After public comment and council questions, the council closed the hearing and approved items 13 and 14 in roll‑call votes.
