Mabelle Magno said the ordinance framework — adopted earlier this year in response to state law — established the legal mechanism; tonight’s resolution simply identifies specific locations that would be eligible for future activations through the city’s special‑event permit process.
Magno emphasized that the designation does not create permanent open‑container areas or automatically allow alcohol; every event will be reviewed independently for security, traffic, sanitation and emergency response. The four locations identified were the Mission Corridor/Top of the Hill area, Gellert Park, the Civic Center/City Hall area and Marchbank Park. Staff said the move is intended to help local festivals and business districts plan larger activations while preserving city oversight and public‑safety conditions.
Council members praised the clarity of the staff report and reiterated that event‑specific conditions will be applied as needed. The council voted to adopt the resolution.
