Mission Viejo approves two Level 2 EV chargers at Civic Center and a 5-year ChargePoint agreement

The Mission Viejo City Council on June 9 adopted a resolution to install two Level 2 electric vehicle chargers at the Civic Center, set user fees for public charging and awarded a five-year subscription and warranty agreement to ChargePoint Incorporated.
Public Services Manager Corey Gagne summarized the proposal for CIP 22249: "The EV charge station proposed includes Level 2 chargers, 240 volts at 40 amps each, and will be available for public use. Charge time estimates are 30 miles per 1 hour of charging." The project will include one ADA‑accessible station; construction is planned to begin in July 2026 with station operation anticipated in late July or August 2026. Funding for construction will come from a Mobile Source Air Pollution Reduction Committee (MSRC) grant and Air Quality Management District (AQMD) funds already budgeted for the capital improvement project.
Resident Michael Washer, who spoke during the public hearing, said he was pleased to see the item on the agenda and urged the city to consider additional charging locations and partnerships with nearby businesses to draw visitors.
Councilmembers questioned data privacy and operational details. Councilmember Vasquez asked what personal information would be collected; staff said a ChargePoint account is required and would commonly include vehicle details, name, credit card information and likely an address for billing. The council discussed idle fees and usage patterns; staff said typical public sessions last one to three hours as users generally charge only part of the battery.
Staff recommended, and council approved, a user charge set at 21% above the applicable on‑peak electricity rate; with current utility rates that yields approximately $0.42 per kilowatt hour. ChargePoint will take a 10% service fee on monthly station usage; ChargePoint will reimburse the city the collected usage fees minus that 10% service fee. The city also authorized the city manager to adjust the fee percentage as on‑peak electricity rates change.
The motion to adopt the resolution and award the five‑year ChargePoint agreement was moved by Councilmember Kelly and seconded; the vote was unanimous.
