ACEC-NV presents white paper on Qualification Based Selection, asks Board review and endorsement

Craig Smart, speaking for ACEC, thanked the Board for its collaboration and urged consideration of a white paper the organization submitted proposing a unified definition of Qualification Based Selection (QBS) for Nevada. Smart said the paper is intended to "parse the statute into its pertinent pieces and then connect the components as it's referenced in other areas of the statute," with the goal of promoting consistent understanding and enforcement of QBS across state procurement and professional practice.
Executive Director Mark Fakler and Board members recommended the Legislative Committee take up the paper for initial review and possible endorsement. The Board did not take formal action on the white paper at the meeting; staff listed the item as an action item for the Legislative Committee to consider prior to the NCEES Annual Meeting in August.
