Commissioners pressed staff for timelines and process details on two city‑owned sites declared surplus under the Surplus Land Act that were identified in the housing element implementation program.
Vivian Togganon, Associate Planner, said the city declared the senior center site and Housing Element Site 32 (the fire museum/scout property) surplus per council direction. "HCD then issued a letter on 12/05/2024 indicating that the property could qualify as exempt surplus land," Togganon told the commission. She added that a CEQA notice of exemption was issued for the scout property and that the city anticipates further steps to facilitate development on designated sites.
When asked if RFPs were near completion, staff said RFPs had been issued and that proposals had been received. One staff member explained there will be "an evaluation process to select" proposals and that any project the city supports would return to the council for approval before agreements or construction proceed. Commissioners were given the option of receiving follow‑up communications if they could not locate detailed timelines on the city website.
