Veterans Affairs report: claims data, flag etiquette debate and appointment of Michelle Rolling

Eltridge reported the office "checked status on '38 of our open claims," had 16 decisions made, 10 new disability claims, 12 appeals and a total of 258 interactions in May (142 phone calls, 25 emails, 54 in-person visits, and other contacts). Eltridge said there were 89 open claims and noted the office’s percentage of claims filed at 67% (with caveats about automated filings).
Eltridge reported that the Veterans Affairs Commission recommended appointing Michelle Rolling to the county commission; the board approved Rolling's appointment effective 07/14/2026 through 06/30/2029 by voice vote.
Eltridge also summarized a long discussion among commissioners about placing a flag at the Penrose Annex. Options discussed included a flagpole that would require illumination, a building-mounted flag near a light, or engaging a civic group (the Optimist Club) that provides flag service on holidays. Commissioners raised concerns about etiquette (illumination and taking the flag down at night) and about who would be responsible for daily placement. Eltridge said her preference was to mount a flag near the building's front door where it would be lit and could remain in place rather than require daily handling. Board members asked her and staff to present options and cost estimates for the next meeting.
The board also approved acceptance and filing of the Veterans Affairs Commission minutes from June 10, 2026.
