City planner Han Vu presented use permit application 25‑0196 for Fishers Landing Eats at 4330 Kecoughtan Road. The proposed restaurant would include about 2,600 square feet of dining space and outdoor seating overlooking Sunset Creek, with alcohol sales and no live entertainment proposed.
Vu said the site is in an M‑2 district where outdoor dining requires a use permit; staff recommended approval with nine conditions and suggested hours consistent with the Restaurant‑2 use (5 a.m.–12 a.m.) even though the applicant initially proposed 11 a.m.–9 p.m. "The applicant proposed 11AM to 9PM... for consistency, we did want it to include 5AM to 12AM," Vu said. Council opened the required public hearing (no speakers signed up) and approved the permit by roll call.
Staff noted the applicant had not held a required community meeting to date but said outreach calls produced generally positive feedback. Conditions include standard issuance, capacity, ABC licensing requirements and revocation/nullification clauses; the permit will be issued with the recommended conditions.
