Donald Whipple, the chief planner, presented use permit application 25‑0195 from Trilogy Developers LLC for the former Lincoln Park housing site. The application requests permission to construct four apartment buildings totaling 380 units — 284 market‑rate units and 96 age‑restricted market‑rate units — with amenities including a clubhouse, fitness center, pool and a centralized park.
Whipple said the site was rezoned in 2023 and staff and the planning commission recommended approval of this use permit subject to nine conditions; he added the recommended nullification/expiration term for the use permit would be extended to five years to reflect the longer construction timeline for multi‑building projects. "Staff still sees this as a recommended multifamily project," Whipple said.
No members of the public signed up to speak on the item. Council moved, seconded and approved use permit 25‑0195 with nine conditions by unanimous roll call.
The permit includes required conditions regarding site management and potential conversion of commercial spaces to residential use (which would require a new use permit). The applicant was present but chose not to present additional materials.
