Jackson County zoning administrator introduces proposed one-year moratorium on high-density data centers

The zoning administrator told the Board of Supervisors he will present a draft resolution next week proposing a temporary moratorium on "high density computing and data processing facilities" in unincorporated Jackson County.
"This morning, I am proposing a resolution regarding a temporary moratorium on high density computing and data processing facility," the zoning administrator said, and clarified he was not requesting formal action at the meeting but wanted the board to review the draft before possible adoption.
The administrator said the county’s existing moratorium (Resolution No. 11142-09-09-2025) is scheduled to expire Aug. 31, 2026, and the draft would continue that moratorium without interruption, update terminology and expand its scope to cover a broader range of high-density computing and data-processing facilities the zoning commission is reviewing. He said the proposed duration is one year after signing but noted the board could terminate it earlier or let it end sooner if a final county ordinance becomes effective first.
Board members and staff identified a list of technical and policy issues that require additional review before the board takes action: noise and vibration standards, cooling and water use (including groundwater protection), backup generators and emergency response, road impacts and setbacks, decommissioning and financial assurance, ownership transfers and inspection and enforcement authority. The zoning administrator said county attorneys, departments and outside technical reviewers still need to weigh in on those items.
The zoning administrator requested the board review the draft and raise questions or proposed changes before he returns with the resolution for formal consideration next week. No vote was taken at the July 28 meeting.
