Greg Sims, representing the Greenville Board of Development, presented the board's annual work plan and a version 8 draft of its FY2025–26 budget. Sims highlighted recent recruitment and expansion activity, citing capital investments and job counts tied to Orbis and Sabert and noting the board's emphasis on recruitment, retention and workforce programs.
Sims said the board has seen substantial capital commitments: he cited an $81,000,000 capital investment by Orbis with roughly 190 jobs and a separate multi‑million commitment by Sabert/SPR Packaging. He also noted Paris Junior College invested about $12,000,000 in a new workforce training center in Greenville that will support programs such as mechatronics, industrial maintenance and an aircraft‑mechanic apprenticeship.
The board's budget presentation projected conservative sales‑tax revenue assumptions and included funds for business investment, downtown revitalization and project reserves; Sims told the council the GBOD fund and the 4A fund have ending cash balances the board reviewed. Council moved to approve both the work plan and the board's budget; both votes passed unanimously.
"This is the culmination of a little over 4 years of work," one presenter said of the registered apprenticeship program that has seeded local hires with L3Harris and partners such as Paris Junior College and Workforce Solutions North Central Texas.
