"Replacing those pipe sections by open ditch method would be increasingly difficult because of the obstructions near or above the sewer main," a staff member said, explaining why a trenchless approach was selected.
Funding for the work will come from bond interest earnings tied to prior projects and proceeds from a Texas Water Development Board loan; staff said the scope is limited to the collapsed portion so the street will not be fully reconstructed as part of this immediate repair. Council approved the item 6–0.
Council members discussed whether to coordinate utility work and a more complete street rebuild but staff said coordinating with utilities like AT&T would not necessarily be more cost‑effective and that Pine Street’s narrow geometry complicates a full open‑trench reconstruction.
