Staff noted two large parcels — Summit County open space holdings and Vail Resorts land west of West Keystone Road — contain extensive fuel loads and would present significant mitigation costs if the town applied the ordinance to those parcels; the council discussed whether to consider town-funded mitigation if landowners dedicated parcels or agreed to cooperative arrangements.
